Add each package's <url link> in Toolbox Info page

To make finding TG relate modules' documents easier,

I suggest to add each packages' url links in toolbox info page.

It means: 

TurboGears 1.1a0

will be underlinked

 TurboGears 1.1a0

Approach:

There must be some way to "read the setup.url from setup config".
