Add database dump/restore facility to Catwalk

Description

It would be useful if the database could be dumped / restored from the Catwalk page. The specific use case is synchronizing between two TurboGears sites - such as a 'development' site on a home computer, and a 'production' site on a web host. Currently this is a somewhat error-prone process, involving database specific dump/restore commands over SSH. If Catwalk could produce a downloadable text file of the database state, and then read in that same text file later, this process could be simplified.

This procedure varies a lot between different supported databases, what is inside the database (blobs, just text, views, triggers, stored procedures, functions, rules, custom types, etc.) and other things.

There are lots of tools for different database servers that allows you to sync different bases or see their differences and generate the necessary commands to make then them same again.

ORM and GUI tools are too high level for this kind of clonning.

This functionality should be requested on the DBMechanic project, as catwalk is aproaching it's end of life.
