start-projectname.py fails to look for autoreload.package in prod.cfg

If you delete dev.cfg and edit prod.cfg to include the line

autoreload.package="projectname"

the start-projectname.py script fails out with the following error:

"TurboGears requires autoreload.package to be set. It can be an empty value, which will use CherryPy?'s default behavior which is to check every module. Setting an actual package makes the check much faster."

Reproducible: Yes

Severity: Critical this will cause the inability to deploy

Actually, it appears as if tg is completely ignoring prod.cfg -- deleting both the dev.cfg and prod.cfg files results in the exact same error message.

I've been informed on IRC that this is proper. My newness with the .cfg files and their use of setup.py as the flag instead of the existence of dev.cfg was part of the problem. The book explicitly says the opposite so it took my a while to drop out of clueless mode and read the code.
