Fix up wording around "controller" in controllers.py/dispatch.py

Description

There are two things called "controller" in controllers.py and dispatch.py at the moment.

The first is, like Pylons and my understanding of TG 1, is a Controller class:

class TurboGearsController?(WSGIController):

The second is calling the method on the controller object itself a controller. In Routes/Pylons?, this seems to be called the "action".

Having two things named the same thing is sure to be confusing.

I think I found all the mixed up stuff in the the controller method docstrings.
