Create official doc about quickstarting a TurboGears project

Description

I think we should create a new wiki page which describes quickstarting a project in more detail (assembling the info from Wiki20/Page1, section "Quickstart" and TgAdmin, section "quickstart").

Should also describe available quickstart templates.

We should also document, why it is not possible to create a project with a package name the same as an already installed module/package.
