Reorganize turbogears.util into a package

turbogears.util has become such a large mixed bag already that we might consider reorganizing it a bit and turning it into a sub-package for TG 1.1.

Since nobody cared for 3 years, I will silently close this. Also, the focus of TG 1 is stability now; new development and reorganisation efforts should go into TG 2 and 3.
