externals.py incompatible to Py2.3

The externals.py script uses the subprocess module which is not part of Python2.3 and so the script fails.

Fixed in r5112.

I also updated the repository URLs for the third-party projects in the script. But I wonder what's the use of this script anyway? We do not provide distributions for these third-party dependencies anyway, or at least we don't want to build them manually. Then why are the repository URLs for specific tags of the third-party projects. If the script is mainly for the convenience of the core developers to update their development environment, they should check out the trunk of these project, shouldn't they?
