Be able to throw away a random value in a URL

Description

Rune Hansen made the request to be able to generate a random value for the URL to help get around IE's overly aggressive caching. This could be added as a flag to the url function and use a well-defined variable name (tg-random) that can be stripped on the way in. That way, no change to controller methods will be required.

Bob Ippolito pointed out that there's no good reason to have the server generate the random value for the URL, because then the request can only be made *once* from the browser (which defeats the purpose of having a random value in the first place). So, the random value needs to be computed in the browser. However, it would still be good for this random value to be thrown away by controllers.py.
