Fix ticket notification list

The  ticket notification list was not receiving notifications since May 2007. This needs to be fixed.

I changed the sender address for ticket notifications to tickets@trac.turbogears.org since the Google Group interface was reporting the previous sender address trac@trac.turbogears.org as an "autoresponder". I have no idea why and I don't know how to convince Google that this is a perfectly good address.

First I forgot to create the tickets@... address in the WebFaction control panel, so their mail server refused all ticket notifications for the last two days. Sorry about that, fixed now.
