accidental? file renaming

hello friends,

i have noticed the deployment.ini file is not being correctly generated.

the reason is, there is no deployment.ini_tmpl file but deployment.ini_tmpl_tmpl.

look in devtools/templates/turbogears/+package+/config.

This is a dup of #2304 however it wasn't ported to the 2.1 branch so I did that in rf60e46add31a
