Allow code in dev/prod.cfg

Currently, the format of dev.cfg and prod.cfg doesn't allow python objects (imports, methods, whatever).

This makes it impossible to share values between the two files or to build paths.

Example: I'm developing on Windows and Linux. As is, I cannot use the same dev.cfg file because the path to my developer SQLite-DB is different on the two systems (C:
... vs. /home/...).

Neither can I put an if into the cfg file to switch two paths or build a path relative to the project root (preferred solution).

The consensus has been to change these over to Python files instead of ini files. Additionally, some portion of these config files will be moved into a new config.py inside of the quickstarted project's package. #336
