Setup docs for tg-admin utility on Windows

on page  http://www.turbogears.org/docs/gettingstarted.html the first reference is to usage of the tg-admin utility. Unfortunately on windows, tg-admin won't work unless (the equivalent of) C:\Python24\Scripts is on the system path.

This step should be inserted on the windows setup page ( http://www.turbogears.org/download/windows.html) as this page immediately advises you to go to the gettingstarted page.

Rationale: new users checking out turbogears, may also be installing python for the first time, and out of the box this is a big stumbling block. (I've personally been using python extensively neglecting to put C:\Python\Scripts on the system path.

The windows install page already says:

I need Python'''

  1. Download Python 2.4.1 for Windows.
  2. Run the installer
  3. Add Python to your path. Go to System Properties -> Advanced -> Environment Variables and add or edit the PATH variable to have ";C:\Python24;C:\Python24\Scripts". (If you installed Python to a directory other than C:\Python24, make sure you substitute the correct directory.)
  4. Continue on to the instructions to install with ez_setup
