[PATCH][TEST] allow css and js attributes to be retreive for non Widget

To allow turbogears to expose css and js into (head and body) for object with css an js attribute but that don't inherite from turbogears.widgets.Widget

This is too dangerous and magical. I do understand that, in general, in Python it's a good idea to check for the features you want in an object rather than the actual type (duck typing). But, the dictionary of values that comes in could have anything in it and I don't want to make assumptions about what we'd find in a "js" or "css" attribute.
