After discussions on IRC and significant playing around, it seems clear that as part of the Turbogears build process, the "+package+" directory from "turbogears/quickstart" is not included in the Turbogears egg.

Copying "+package+" into "site-packages" Turbogears (site-packages) library path fixes the problem.

I wonder if this has anything with recent removal of init.py from quickstart dir.

It is because of the removed init.py file that the error happends. The fix for now in r633 is to add back the init file but have quickstart remove it from the project. ugly but it works for now.
