[PATCH] LocalizableJSLink doesn't work with missing "Accept-Language" or "Accept-Charset" headers

Description

IE is really a bad boy.... doesn't send any "Accept-Charset" header. And that breaks the actual code in LocalizableJSLink, which depends on these both headers to be filled.
