Rhubarb Tart Experiment

During the pycon2006 sprint, we realized that a) there were a few problems with using CherryPy? (mostly with mutliple applications and deployment) and that b) we really weren't using much of its real capability. So we decided to try an experiment and see how tg would look using Rhubarb Tart and Paste.

Here's what the basic stack looks like at runtime. The idea is that it should be fairly easy to add new middleware and it also should be a bit easier to understand than the previous one. We're also refactoring out the cherrypy filters and putting them in place as wsgi middleware as appropriate.
